American School Counselor Association (ASCA) National Standards

The American School Counselor Association (ASCA) provides a national framework for developing, implementing, and evaluating comprehensive school counseling programs. These standards define the knowledge, attitudes, and skills that students should acquire as a result of participating in a school counseling program. The ASCA National Standards were established to help school counselors design programs that promote academic achievement, career development, and social/emotional growth for all students.

The ASCA model ensures that school counseling programs are proactive, data-driven, and aligned with the educational mission of schools. It emphasizes equity, access, and success for every student, regardless of race, culture, ability, or background, and provides counselors with clear professional and ethical expectations.


The ASCA National Model Framework

The ASCA National Model organizes the work of school counselors into a unified system designed to improve student outcomes and school success. It is built around four key components:

Define – Identifies the school counseling program’s vision, mission, and goals while defining the roles of school counselors through professional standards and ethical guidelines.

Manage – Establishes organizational foundations such as annual agreements, use-of-time assessments, calendars, and data management systems that ensure the counseling program is efficient and accountable.

Deliver – Focuses on the services counselors provide directly to students, including classroom instruction, individual student planning, and responsive services, as well as indirect services through collaboration, consultation, and referrals.

Assess – Evaluates the effectiveness of the counseling program through data collection, results reports, and reflection to continuously improve services and outcomes.


ASCA Mindsets & Behaviors for Student Success

To help students achieve their full potential, ASCA identifies specific Mindsets and Behaviors that students should develop through the counseling program. These are grouped into three broad domains:
1. Academic Development
Students acquire the skills, attitudes, and knowledge necessary to be effective learners who contribute to their school and community. This domain focuses on motivation to learn, goal setting, and preparation for postsecondary success.
2. Career Development
Students explore and understand the relationship between personal qualities, education, and the world of work. This includes developing decision-making skills, career awareness, and planning for future success in college and career pathways.
3. Social/Emotional Development
Students learn to understand and manage emotions, set positive goals, demonstrate empathy for others, establish and maintain positive relationships, and make responsible decisions that promote safety and personal growth.


Key Mindsets and Behaviors Include:

  • Belief in one’s ability to succeed
  • Sense of belonging in school and community
  • Positive attitude toward work and learning
  • Self-management and responsible decision-making skills
  • Understanding of the connection between education, career, and life goals
  • Respect for diversity and advocacy for equity
 

Purpose and Impact

The ASCA National Standards guide counselors in:
  • Designing comprehensive, developmental, and preventive counseling programs.
  • Ensuring equitable access to opportunities that promote success for all students.
  • Collaborating with educators, families, and community partners to remove barriers to learning.
  • Using data to measure student outcomes and demonstrate the effectiveness of counseling services.
  • Upholding professional and ethical standards that protect the rights and well-being of students.
